Procedures for settling and paying amounts ranted as support measures in the context of the epidemiological situation caused by the spread of the CARS-CoV-2 coronavirus

Order no. 1376/2020 for the establishment of the manner of granting the financial support and the categories of goods that can be purchased according to art. 6 para. (1) of the Government Emergency Ordinance no. 132/2020 on support measures intended for the employees and employers in the context of the epidemiological situation caused by the spread of SARS-CoV-2 coronavirus, as well as for the stimulation of employment growth.


The Government of Romania has published the procedure for granting financial support and the categories of goods that can be purchased for the activity performance in telework regime


I. Specification of the categories of goods and technological services that can be purchased


For the performance of the telework activity, financial support amounting to RON 2,500 is granted once to employers, for each teleworker, in order to purchase goods from the following categories:


  •  laptop/notebook computer systems, peripheral input and output equipment related to these goods, equipment necessary for the connection to the internet related to these goods;
  •  tablets;
  •  smartphones, peripheral input and output equipment related to these goods, equipment necessary for the connection to the internet related to these goods;
  •  licenses related to the operating systems and software applications related to the aforementioned goods, necessary for the performance of the activity in telework regime.

Technological services that can be purchased for the activity performance in telework regime mean the overall means related to the information technology and secure communications necessary for the work performance, that the employer is bound to provide to the teleworker.


II. Procedure for granting the financial support in the amount of RON 2,500


In order to be provided with the financial support in the amount of RON 2,500, the employers submit the following documents to the relevant employment agencies:


  •  application signed and dated by the legal representative;
  •  on own liability statement, given by the legal representative, showing, inter alia, that the employees for whom the amounts are claimed worked in telework during the state of emergency for at least 15 business days;
  •  the list of teleworkers for whom the amount is requested, showing the number of days worked by each employee in telework during the state of emergency, according to the General Register of Employees.

Settlement details:

 
  •  the payment of the amounts from the unemployment insurance budget is made within the limit of the funds allocated for this purpose, in the order of submission of the applications, until December 31st 2020, by 2 transfer in the accounts opened by the employers at credit institutions, respectively those thereby indicated in the submitted application, within 10 days of the registration date of the complete documentation;
  •  the employer undertakes to submit, within 30 days of the granting of the amount, to the employment agency the following supporting documents on the procurement of goods from the aforementioned categories:

- the fiscal invoices issued by providers of technological goods and services;

- the tax receipts or receipts or statements of account certifying the payment of the invoices;

- the record sheets for the materials of the nature of inventory items given for use to the teleworker, or/ and, as applicable, the movement vouchers of the fixed assets given for use to the employees, or/and, as applicable, the report on the technological services provided by the employer to each teleworker.


Note: in case of non-compliance with this obligation, within 30 days of the expiry of the term for the submission of the supporting documents on the procurement of the aforementioned categories of goods, the employers fully refund the granted amount, in the treasury account of the employment agencies having paid the amounts; the debts resulting from the ascertainment by the employment agencies of the non-compliance with the legal conditions for granting the amounts are recovered based on the decisions issued by the employment agencies or, as applicable, by the regional adult vocational training centers, representing enforceable titles.
